To some extent, that’s true. Warfare is not just fought by soldiers by also by each sides industrial capacity to manufacture weapons and ammunition. Closer to the beginning of this conflict Sertorio pointed out how in the very first week of the invasion the Zelinsky government placed a ban on Ukraanian men of military age leaving the country. It was/is a wise move; for it seems that from the start Zelinsky understood that manpower for the armed forces (or a shortage thereof) was Ukraine's Achelles heel.
He also pointed out that Putin had placed no such ban on Russians leaving for foreign destinations like Georgia and tried to make out that this reflected (
oh really!) greater liberalism on the part of the Russian government. No! what is more likely reflected (the method in the apparent madmness of this move) was that it discharged a potential block of opposition within to his ambition. Had he prevented them from leaving these would have likely organised and participated in sterrt protest demonstrations against his policy whereas marooned in foreign parts they are politically neutered.
Meantime, Russia still has plenty of other "young patriotic Russians" (i.e. Putin dupes) who as army reservists can still be called up as needed.
